This article explores the relationship between religion and the state within a secular framework, focusing particularly on the social, political, and pedagogical dimensions of religious education. It examines the role of religion in society through a historical-sociological lens, with special attention given to the development of Islamic civilization and religious institutions. The study also traces the origins of secularism, its contemporary interpretations, and its connection to society’s spiritual needs. The aim of the article is to propose a model for harmonizing the principles of secular governance with religious education. Within this context, the influence of religious schools on public consciousness—both positive and potentially problematic—is analyzed. Additionally, the paper investigates pedagogical mechanisms for addressing spiritual demands. The author attempts to outline a scientific framework for fostering constructive cooperation between state and religion.
